What is the Goods Vehicle Movement Service
Since the exit of UK from the Customs Union of the EU, a new IT platform has been rolled-out that coordinates vehicle movements across its border, this is called the Goods Vehicle Movement Service.
To move goods across routes where GVMS applies (including all ports in Northern Ireland) , the trader should register with HMRC using a Government Gateway ID and GB EORI number.
Using GVMS, the Movement Reference Numbers (MRNs) for each consignment will be linked to a single Goods Movement Reference which contains details of all goods on board a vehicle.
Before clearing security at the port, the GMR will be checked to ensure that all the individual consignments on the vehicle have been customs-cleared.
How does GVMS work?
By linking numerous consignments together under one reference number, GVMS enables automatic approval of goods arriving and departing from the UK.
GVMS is also used for intelligence based risk-assessment. If it is determined that a shipment requires inspection, the driver will receive notification during the crossing that they must report to customs officials on arrival rather than use the green lane to exit the port.
What is a GMR?
When a Safety & Security declaration is approved for each consignment, it will be given a Movement Reference Number (MRN). A Goods Movement Reference links together all the MRN’s for a particular shipment and this allows the haulier to present one GMR number at the border.
The GMR includes:
Details of the planned crossing including the departure and arrival port, carrier, and departure time.
The registration number of the vehicle containing the goods
The trailer numbers attached to the vehicle.
Movement Reference Numbers for each consignment on board.
